Group training course for the weapons permit exam
In the course program:
- Weapons act – interpretation of concepts, analysis and explanation of the main points of the law
- Theory of self-defense with weapons – basic concepts and principles
- Weapon design – types, features, purpose
- Ammunition – types, calibers, components, loading techniques
- Practical exercises – safe handling of weapons, disassembly / assembly of weapons, target shooting
The training ends with a test using similar questions and format as in the Police Department. The acquired knowledge enables to successfully pass the theoretical and practical examination for the weapons permit.
The practical exam consists of the demonstration of safe firearms handling and target shooting at a distance of 15 meters, with a limited time.
The training includes 10 theory hours + 3 hours of practice in the shooting range.

Required documents:
“Certificate of completion of first aid training” – document attesting to the completion of at least 16 hours of first aid training, provided by an accredited healthcare professional in Estonia.
Medical certificate – a medical examination is organized and a medical certificate is issued by a family doctor, involving specialists like psychiatrist. The medical examination must be completed no earlier than three months before applying for a weapons permit.
The applicant must pay a state fee – 30 EUR for reviewing the application and 30 EUR for the exam!
The Police and Border Guard Board shall review the application no later than within two months as of the date of submission of all required documents and payment of the state fees.
